Among his plans Costigan said he would lead the Student Union in a proactive effort to stimulate enrollment.

"We will hold a leadership conference for high school students who hold leadership positions in their schools and show them they can continue their involvement in worthwhile ways here at John Carroll."

In a farewell address to conclude his second term as president, O'Malley also spoke of student participation.

"We as students are blessed to have a faculty and a group of administrators who are so eager to have students involved. I go to conferences where I hear students from other universities tell horror stories about being locked out or not listened to and I appreciate a school that values leadership."
University Heights Mayor Beryl Rothschild presented the key to the city to outgoing Student Union President Dan O'Malley
"You've opened up the Student Union to the city and did such a great job in communicating with us, even though we didn't always agree," University Heights Mayor Beryl Rothschild told Dan O'Malley in presenting him the key to the city.

O'Malley had expressed pride in the relationship the Student Union had established with city officials. "Whether I was dealing with City Hall, or speaking at a council meeting or writing a letter," the two-term president said, "no one was ever too busy to give the students at John Carroll their consideration."

The mayor also told O'Malley, "I want you to keep that speech you just gave and, when you become very successful, I want you to take it out again and remember what you said: 'Be humble, remember to give credit where credit is due, do the best you can and remember those who are not as fortunate as you.'"

"That should be part of your makeup and I know it will be."
